What is HUBZone?

Eligibility Requirements

To qualify for HUBZone certification, your business must meet ALL of the following requirements:

1. Small Business Size

Your business must qualify as small under SBA size standards for your primary NAICS code. Size is typically based on average annual receipts or employee count, depending on industry.

2. Principal Office in HUBZone

Your principal office must be located in a designated HUBZone area. The principal office is where the greatest number of employees perform their work, or where management directs business operations.

  • • Home-based businesses: Owner's residence must be in a HUBZone
  • • Multiple locations: The office with the most employees must be in a HUBZone
  • • Virtual offices and P.O. boxes do NOT qualify

3. Employee Residency Requirement

At least 35% of your employees must reside in a HUBZone area. This is calculated by looking at where employees live, not where they work.

Example:

If you have 10 employees, at least 4 must live in HUBZone areas. They can live in different HUBZones—not necessarily the same one where your business is located.

4. Ownership Requirements

The business must be at least 51% owned by one or more of the following:

  • U.S. citizens

5. No Controlling Interests
